OGCI, OGDC welcome joint UNEP, EDF, IEA report ‘Turning Pledges into Progress’

Initiatives highlight vital role of transparency and collaboration in oil and gas industry emissions reporting

London, 24 November 2025: The Oil and Gas Climate Initiative (OGCI) and the Oil & Gas Decarbonization Charter (OGDC) welcome the joint UNEP-EDF-IEA report released today, which highlights the critical role of the oil and gas industry in advancing the energy transition by reducing Scope 1 and 2 emissions.

The report is an independent review, complementing existing oil and gas sector reporting by providing an aggregate industry-level analysis of 116 companies based on publicly available data, assessing the extent to which these companies are publicly reporting on the broad set of measures that can help drive future emissions reductions.

Over the past decade, OGCI’s member companies have worked together to set shared ambitions to accelerate emissions reductions among its members.

Since 2017, OGCI’s members have together reduced upstream methane emissions from operated assets by 63%, routine flaring by 72%, and decreased upstream carbon intensity by 24%. OGDC expands on this leadership, bringing together 55 companies operating across 100+ countries, representing around 40% of global oil production, to drive decarbonization at scale.

It highlights the unique role the Oil and Gas Decarbonization Charter has in driving improvements, alongside OGCI’s proven track record reducing emissions over the past decade. Building on this foundation, OGDC scales collaboration into a truly global and diverse coalition, uniting signatories in efforts to cut operational emissions, eliminate routine flaring, minimize methane leaks, and report progress with transparency.”

“The 2025 OGDC Status Report launched last week at COP30 shows the results of signatories’ efforts: more companies are reporting, more are setting interim ambitions, and more are translating those ambitions into measurable steps. The data shared by 50 of 55 signatories, representing 98% of OGDC operated production, helps build a more comprehensive picture of industry performance and highlights how OGDC’s pragmatic, collaborative approach is sustaining momentum.” OGDC’s third-party data-sharing mechanism enables signatories to share additional non-public information, providing signatories access to tailored support to enhance reporting best practices. It also offers deeper insight into emissions reduction efforts. 

This year, signatories aligned with the OGCI Reporting Framework and shared their own company data, a meaningful step towards greater transparency and accountability. In 2024, OGDC conducted the oil and gas industry’s first large-scale Baseline Survey of climate performance, covering 89% of its signatories.

OGCI and OGDC remain committed to delivering measurable emissions reductions and supporting the industry’s transition to net zero operations by 2050. Projects ranging from methane monitoring to tailored capacity building, and CCUS acceleration, continue to set the standard for emissions reduction, ensuring credible, data-based action in the global energy transition.

OGCI is a CEO-led initiative comprised of 12 of the world’s leading oil and gas companies, producing around 25% of global oil and gas on an operated basis. 

OGCI aims to lead the oil and gas industry’s response to climate change and accelerate action towards a net zero emissions future consistent with the timeframe of the Paris Agreement.   

Since 2017, OGCI members have reduced their aggregate upstream methane intensity by 62%, routine flaring by 72%, and carbon intensity by 24%, and shared best practices across the industry to accelerate emissions reductions.

OGCI members have also invested a cumulative total of $125 billion in low-carbon technologies and solutions since 2017.

In 2016, OGCI launched Climate Investments to manage a $1 billion fund to develop and accelerate the commercial deployment of low emissions technologies.

In 2023, OGCI helped establish the Oil & Gas Decarbonization Charter (OGDC), which was launched at COP28 in Dubai. OGDC is a coalition of 55 companies with activities across more than 100 countries working to decarbonize the oil and gas sector at scale. 

The OGCI Reporting Framework, which is updated annually, establishes standardized guidelines for member companies to consistently report and aggregate data, ensuring transparency and facilitating collective performance tracking against the OGCI’s public commitments.

OGCI’s members are Aramco, bp, Chevron, CNPC, Eni, Equinor, ExxonMobil, Occidental, Petrobras, Repsol, Shell and TotalEnergies.

About the Oil & Gas Decarbonization Charter

Launched at COP28 and implemented by the Oil and Gas Climate Initiative (OGCI), the Oil & Gas Decarbonization Charter (OGDC) is a global industry pledge to accelerate the reduction of Scope 1 and 2 emissions across the oil and gas sector. 

As of November 2025, OGDC unites 55 companies with assets in 100+ countries, representing around 40% of global oil production. Signatories aim to achieve net-zero operations by or before 2050, near-zero upstream methane emissions and zero routine flaring by 2030, and transparent disclosure of 2030 Scope 1 and 2 emissions ambitions. 

Signatories to the Charter also undertake to report on progress in accordance with internationally recognized frameworks, sharing best practices to reduce emissions, and investing in the energy systems of the future. 

The Charter is designed to close gaps, harmonize reporting methodologies, and scale progress through collaboration across different starting points, fostering best practices.

The OGDC launched its 2025 Status Report: Implementing Action at COP30 on Energy Day, with 98% of operated production now covered by OGDC data. This builds on the 2024 Baselining Report, the industry’s first large-scale climate performance survey.

In total, more than 40% of OGDC signatories are part of the UNEP Oil and Gas Methane Partnership 2.0, and all signatories evaluated in the 2023 International Methane Emissions Observatory (IMEO) report have achieved the initiative’s gold standard
