Global challenges require global solutions. OGDC welcomes international oil companies (IOCs), national oil companies (NOCs), and independents from across the world.
As a globally inclusive multilateral coalition, OGDC is positioned to support global and regional energy transitions in a just, equitable, and orderly manner.
The Charter has 55+ signatories with operations in over 100 countries. Together they account for around 40% of global oil production (or if gas is included, around 35% of global oil and gas production).

OGDC's Company Profiles
OGDC brings together a wide range of company profiles, reflecting the diversity of actors across the oil and gas sector. As an initiative, OGDC offers comprehensive resources that support decarbonization efforts across different company types, regions, and operating contexts.
International Oil Companies (IOCs)
IOC’s are large energy firms that explore, produce, refine, and market oil and gas across multiple countries. These companies operate globally, working with partners to develop energy resources, manage complex supply chains, and deliver fuel and energy products to markets around the world.
National oil companies (NOCs)
NOCs are state-owned energy enterprises that manage a country’s oil and gas resources. They are responsible for exploring, producing, and sometimes refining and selling oil and gas on behalf of their government, with a focus on supporting national energy security and economic development.
Independents
Independent oil and gas companies are privately owned energy firms that focus on exploring and producing oil and gas, often in specific regions or markets. Independents typically operate on a smaller scale than NOCs and IOCs and specialize in specific stages of the energy value chain.
