Supporting operational emissions reduction
OGDC is a multilateral initiative supporting oil and gas companies accelerate their operational emissions reductions.
Ensuring access to secure and affordable energy remains a priority worldwide. The Charter exists to help companies worldwide reduce Scope 1 and 2 emissions. Nearly two-thirds of signatories are national oil and gas companies (NOCs), which are responsible for a significant proportion of global oil production. Their participation has considerable implications for mitigation and abatement outcomes. Currently, this represents one of the largest concentrations of NOCs committed to a decarbonization initiative.

It is good to see companies making progress in tracking and reporting emissions within the OGDC framework, which EDF strongly supports. Transparency is absolutely critical to ensuring real progress toward industry’s goal of reaching near-zero methane emissions by 2030.

The Collaborate & Share program is OGDC’s operational heart, designed to foster collaboration and facilitate knowledge sharing among key industry stakeholders to accelerate decarbonization efforts.
What do signatory companies aim through the Charter?
The Charter covers Scope 1 & 2 emissions only
Signatories are expected to report data anually and strive towards the aims if the Charter
Data is aggregated, anonymized, and treated confidentially in accordance with competition law
The Charter recognizes and accounts for companies' individual
Scope 3 emissions are outside of the Charter's scope.
There are no hierarchies. Companies participate as equal signatories with no involvement in other's operations.
The Charter is not a legally binding document, enabling progress aligned with existing regulatory frameworks.
The OGDC Secretariat remains fully external - we do not embed within or operate inside your company.

Scope of the Charter
How the Charter works for signatories
The Charter is designed to be accessible to oil and gas companies worldwide, allowing signatories at any stage of their decarbonization journey to be engaged.
Note: OGDC activities are conducted in accordance with applicable antitrust/competition laws. Participants do not exchange commercially sensitive information such as pricing, production plans, customer-specific information or other competitively sensitive business strategies.
Only reporting requirement
Annual data reporting
Signatories submit emissions and qualitative progress data once a year. Results are anonymized and aggregated for external use. No individual company data is made public or shared among signatories.
Voluntary initiative
No legally binding obligations
The Charter does not create or constitute a contract. It reflects voluntary and aspirational principles for the company to aim for within its operations. Companies remain subject to applicable laws and regulations of their own jurisdictions.
