IEF and the OGDC announce an agreement to strengthen collaboration to accelerate the energy transition through enhanced public-private sector dialogue

Riyadh, February 3, 2026 – The Oil and Gas Decarbonization Charter (OGDC) and the International Energy Forum (IEF) today signed a Memorandum of Understanding (MoU) to deepen public–private collaboration and accelerate practical decarbonization across the global oil and gas sector.

The MoU will prioritize inclusive government–industry dialogue on carbon management and evolving market solutions, methane mitigation, energy efficiency, and other scalable pathways, leveraging the complementary strengths of IEF’s global energy diplomacy and OGDC’s industry-led action.

The agreement establishes a structured way of working to deepen policy dialogue, combine convening power, and co-develop research, publications, and capacity-building initiatives, supporting just, orderly and affordable energy transitions across both OECD and non-OECD economies.

Mr. Jassim Al Shirawi, Secretary General of the IEF, said:

“This partnership reflects the IEF’s commitment to fostering informed dialogue between governments and industry in support of pragmatic, evidence-based climate action. Collaboration with OGDC will help strengthen global engagement and support the translation of ambition into implementable solutions for secure, affordable, and sustainable energy systems.”

Mr. Bjørn Otto Sverdrup, Chair of the OGDC Secretariat, said:

“Extending cooperation is essential to deliver real-world emissions reductions. Working closely with the IEF brings together policy insight and industry action, helping to accelerate solutions on methane and efficiency that can make a measurable difference and help us achieve Charter ambitions.”

The agreement takes effect upon signature and runs through till the end of 2028, reinforcing a shared commitment to transparency, voluntary collaboration, and progress at scale.

About the Oil & Gas Decarbonization Charter

Launched at COP28 and implemented by the Oil and Gas Climate Initiative (OGCI), the Oil & Gas Decarbonization Charter (OGDC) OGDC brings global companies together to accelerate reductions in operational emissions, turning ambition into measurable action.

As of January 2026, OGDC unites 56 companies with assets in 100+ countries, representing around 40% of global oil production. Signatories aim to achieve net-zero operations by or before 2050, near-zero upstream methane emissions and zero routine flaring by 2030, and transparent disclosure of 2030 Scope 1 and 2 emissions ambitions.

Signatories to the Charter also undertake to report on progress in accordance with internationally recognized frameworks, sharing best practices to reduce emissions, and investing in the energy systems of the future.

The OGDC launched its 2025 Status Report: Implementing Action at COP30 on Energy Day, with 98% of operated production now covered by OGDC data. This builds on the 2024 Baselining Report, the industry’s first large-scale climate performance survey. A full list of OGDC signatories can be accessed here.

About the International Energy Forum

The International Energy Forum (IEF), the global home of energy dialogue, is the trusted and neutral intergovernmental platform for energy dialogue among member states, industry leaders, and experts. Its Ministers represent producing, consuming, and transit countries in every region, at every stage of economic development, and across both established and emerging energy-system supply chains. The IEF advances global energy security through open and inclusive dialogue spanning all fuels, technologies, and systems.
