Three years of OGDC progress set the stage for continued implementation through 2030
Abu Dhabi, 3 November 2026 – CEOs representing signatories to the Oil & Gas Decarbonization Charter (OGDC) convened in Abu Dhabi for the 2026 OGDC CEO Gathering, held ahead of ADIPEC 2026.
Three years after the Charter’s launch at COP28, CEOs took stock of progress and agreed the priorities for its next phase to 2030: improving the measurement and reporting of operational greenhouse gas emissions; translating ambitions and plans into practical emissions-mitigation projects; scaling proven technologies and investing in those that can support future energy systems; and expanding collaboration across the industry, all while meeting the world’s growing energy needs in a way that reflects signatories’ different starting points and operating contexts.
The Gathering also provided an opportunity to consider the high-level findings of the upcoming OGDC annual report, which shows how OGDC is advancing measurement and strengthening delivery towards increased emission mitigation.
Bjørn Otto Sverdrup, Head of the OGDC Secretariat, emphasized the importance of the Gathering:
“Despite a period of real change for our industry, signatories remain committed to the aims of the Charter. Sustained CEO engagement underpins OGDC’s role as a leading forum for building capacity, advancing transparency and sharing expertise.”
The OGDC Secretariat will remain focused on strengthening transparency, facilitating exchange of technical know-how, and supporting collaboration across the initiative as companies work towards the Charter’s aims through 2030.
Notes to Editors: OGDC’s Collaborate & Share Program (since Charter launch)
- More than 4,000 individuals participated in tailored training programs since 2023, doubling individuals trained year on year.
- 15 peer-to-peer exchanges run, helping companies share technologies and best practices.
- OGDC continues to benefit from OGCI’s technical expertise, including tools such as the Satellite Monitoring Campaign and the Methane Library, and has formed new partnerships with key industry organizations to amplify its impact.
About the Oil & Gas Decarbonization Charter
Launched at COP28 and implemented by the Oil and Gas Climate Initiative (OGCI), the Oil & Gas Decarbonization Charter (OGDC) is a global industry pledge to accelerate the reduction of Scope 1 and 2 emissions across the oil and gas sector.
As of November 2026, OGDC unites 56 companies with assets in 100+ countries, representing about 40% of global oil production. Signatories aim to achieve net-zero operations by or before 2050, near-zero upstream methane emissions and zero routine flaring by 2030, and transparent disclosure of 2030 Scope 1 and 2 emissions ambitions.
Signatories to the Charter also undertake to report on progress in accordance with internationally recognized frameworks, sharing best practices to reduce emissions, and investing in the energy systems of the future.
The Charter is designed to close gaps, harmonize reporting methodologies, and scale progress through collaboration across different starting points, fostering best practices.
OGDC launched its 2025 Status Report: Implementing Action at COP30 on Energy Day. This builds on the 2024 Baselining Report, the industry’s first large-scale climate performance survey.
