Global Energy Leaders Convene in Abu Dhabi for OGDC CEO Gathering Ahead of ADIPEC 2025

CEOs review advancements in reporting, ambition-setting and action plans towards the aims of the Charter

ABU DHABI, 5 NOVEMBER 2025 – More than 30 Chief Executive Officers (CEOs) from signatory companies of the Oil & Gas Decarbonization Charter (OGDC) convened on 2 November in Abu Dhabi for the 2025 OGDC CEO Gathering, held on the eve of ADIPEC 2025.

Two years after its historic launch at COP28 under the UAE Consensus, OGDC leaders gathered to reflect on the initiative’s progress and align on strategic priorities on the road to 2030. In 24 months, OGDC has evolved into a unique platform that unites companies from around the world, including National Oil Companies and International Oil Companies of all sizes, to accelerate industry decarbonization globally.

The OGDC CEO Gathering highlighted advancements over the last year with a focus on the upcoming OGDC annual report. Recognizing that it takes time to bend the curve on emissions, OGDC has emphasized the importance of reporting, setting ambitions and developing action plans – all areas which have seen progress. Key highlights of this year’s report include:

  • 50 of 55 signatories submitted their data to OGDC, covering 98% of total OGDC signatory oil and gas production
  • 35 companies shared non-publicly available performance data points with OGDC
  • 2,000 signatory staff trained, a tenfold increase on last year

Bjørn Otto Sverdrup, Head of the OGDC Secretariat, highlighted the importance of the meeting: “This CEO Gathering comes at a timely and important juncture for OGDC. Our discussions on 2 November underscore the importance of transparency, accountability and collaboration in achieving our shared 2030 goals.”


This is a key milestone toward the launch of the OGDC’s second annual report, tracking signatories’ performance and progress in reducing emissions in accordance with internationally recognized frameworks. The report will be released at COP30 where OGDC and OGCI are partnering with the COP30 Presidency to launch Energy Day.


OGDC continues to demonstrate that fostering a collective approach creates impact. Since its inception, OGDC has grown to include 55 signatories, collectively representing around 40% of global oil production. The initiative has made strong headway in fostering engagement among signatories, building a robust community of practice, and establishing a transparent framework for reporting against the Charter’s commitments.


The outcomes of the OGDC CEO Gathering will inform OGDC’s strategic direction for 2026 and beyond, as signatories work towards delivering decarbonization ambitions in line with the Charter.

About the Oil & Gas Decarbonization Charter

Launched at COP28 and implemented by the Oil and Gas Climate Initiative (OGCI), the Oil & Gas Decarbonization Charter (OGDC) is a global industry pledge to accelerate the reduction of Scope 1 and 2 emissions across the oil and gas sector.

As of November 2025, OGDC unites 55 companies with assets in 100+ countries, representing about 40% of global oil production. Signatories aim to achieve net-zero operations by or before 2050, near-zero upstream methane emissions and zero routine flaring by 2030, and transparent disclosure of 2030 Scope 1 and 2 emissions ambitions.

Signatories to the Charter also undertake to report on progress in accordance with internationally recognized frameworks, sharing best practices to reduce emissions, and investing in the energy systems of the future.

The Charter is designed to close gaps, harmonize reporting methodologies, and scale progress through collaboration across different starting points, fostering best practices.

In 2024, OGDC completed the industry’s first large-scale climate performance Baseline Survey, with 89% participation. The OGDC 2025 Status Report: Implementing Action will be released at COP30 on Energy Day.
